Since the summer of 2000, the plans for financing and building the Marina District have changed. Theater complex or no complex, back and forth they go. Project costs have varied from $175 to $191 million. Acme power plant was planned to be demolished, but because of the asbestos cleanup cost, it sounds like the plant may remain in the middle of the project but sealed off. To further reduce costs, the plans for two new parking garages have been scrapped. Last week, an outside consultant tells Toledo to finance the arena with a sin tax. Sounds like this whole project is going nowhere fast. Or is the project so big that it cannot be rushed?
