Last year’s winter was exceptionally cold and snowy across most of the United States, east of the Rockies. A repeat of this extreme pattern is unlikely this year, according to the U.S. Winter Outlook, issued by NOAA’s Climate Prediction Center.

But did NOAA predict the cold and snow of last year?

This seasonal outlook does not project where and when snowstorms may hit or provide total seasonal snowfall accumulations. Snow forecasts are dependent upon the strength and track of winter storms, which are generally not predictable more than a week in advance.

The snowfall season for statistic purposes runs from July 1 through June 30.
Meteorologists define the "winter" period as December 1 through February 28/29.
These images are for the Dec, Jan, Feb "winter" period.
Assuming that I understand the maps, our winter is forecast to contain normal temperatures and below normal precipitation.
